Compliance isn’t enough: why deforestation rules demand a shift from paperwork to proof
For years, supply chain transparency has been treated as a matter of documentation. If the paperwork was complete, confidence followed.
That assumption is starting to change.
New deforestation requirements across Europe are bringing fresh attention to how businesses understand and manage sourcing risk. For companies dealing with commodities such as soy, palm oil, coffee, cocoa and beef, the challenge is no longer simply identifying where products should come from. Increasingly, it is about demonstrating that they do.
This is an important and necessary step, but it would be a mistake to assume it is sufficient.
While the legislation enforces compliance, it does not eliminate risk. In today’s environment, compliance alone is unlikely to stand up to scrutiny.
A framework built on process, not proof
At its core, the UK approach is process-driven. Companies are expected to put systems in place such as risk assessments, supplier checks and documentation to reduce the likelihood of illegal deforestation entering their supply chains.
These are essential building blocks.
However, they are focused on control rather than confirmation. They demonstrate that reasonable steps have been taken, but they do not necessarily prove that the outcome is correct.
That distinction is critical, particularly as pressure builds beyond regulation itself.
The gap between what businesses say and what they can prove
Traceability has long been the cornerstone of supply chain compliance. Supplier declarations, certification schemes and country-of-origin records are used to map sourcing and demonstrate accountability.
But these systems have limits.
They rely on information provided at intervals across complex, multi-tier supply chains. They reflect what should be happening, not always what is happening in practice.
This creates a gap between what businesses say about their supply chains and what they can independently verify.
It is in that gap that both compliance risk and reputational exposure now sit.
Why soy highlights the challenge
Soy provides a useful illustration of the challenge. Supply chains are complex, multi-origin and often linked to regions where deforestation risk is high. Over the past decade, a growing body of research has shown how difficult it can be to maintain visibility through large, international commodity supply chains. Even where robust due diligence processes exist, there can be significant distance between the farm where a crop is grown and the information ultimately presented to the buyer.
This is one reason why discussions have shifted beyond traceability alone. Increasingly, organisations are looking for ways to strengthen confidence in origin and sourcing claims through independent verification rather than relying solely on documentation.

The question for industry is whether verification can operate beyond pilot projects and academic studies. Our experience suggests that it can.
Over the course of a recent programme:
- More than 1,000 soybean samples were analysed
- A global reference dataset covering 21 countries was established
- A pilot system for origin determination was successfully developed
The outcome demonstrated that soybean origin can be determined with a high level of accuracy across a globally relevant reference set It also demonstrated that verification can become a practical part of supply-chain risk management rather than simply remaining a research exercise.
It also showed strong potential to support emerging regulatory frameworks, including those focused on deforestation and due diligence.
Scrutiny is moving faster than regulation
Regulation does not operate in isolation. Alongside deforestation legislation, scrutiny of environmental and sustainability claims is increasing rapidly.
Regulators are taking a closer look at unsubstantiated claims. NGOs are more active in challenging sourcing practices. Customers and consumers are asking more questions about where products come from and how they are produced.
Meanwhile, the EU continues to develop its own deforestation regulation, which is expected to influence expectations across markets and drive greater alignment over time.
The direction of travel is clear. Expectations are rising faster than the legal baseline.
From traceability to verifiability
This is where the next step change needs to happen.
If compliance is built on traceability, resilience needs to be built on verifiability.
Traceability provides a picture of where a product should come from. Verification provides evidence of where it actually comes from.
In high-risk commodity supply chains, this distinction matters. When questions are raised, documentation may explain your processes. It will not always defend your position.
Why verification is becoming best practice
While not mandated by current legislation, independent verification is increasingly being adopted as best practice.
Scientific testing offers a way to validate key aspects of supply chain integrity, including raw material identity, composition and geographic origin. It provides objective, data-led evidence that strengthens existing traceability systems.
This shifts compliance from a paper exercise to a position that can withstand scrutiny.
In a high-risk environment, the ability to demonstrate proof is becoming just as important as the ability to demonstrate process.
A changing landscape for sustainability claims
The implications extend beyond compliance.
Claims such as “deforestation-free” or “responsibly sourced” are increasingly being treated as statements that must be supported with evidence.
If there is a gap between what is claimed and what can be substantiated, the consequences can extend to regulatory challenge as well as reputational risk.
In this context, verification becomes not just a compliance tool, but a way to protect credibility, strengthen supplier confidence and reduce exposure to risk.
What comes next
The current UK framework focuses on illegal deforestation. However, wider policy signals, along with developments in the EU, suggest expectations will continue to evolve.
Future requirements are likely to go further. Businesses may need to demonstrate not just that systems are in place, but that those systems are delivering reliable and verifiable outcomes on an ongoing basis.
From paperwork to proof
For businesses, this creates a choice.
Some will treat deforestation regulation as a compliance exercise, focused on meeting minimum requirements.
Others will recognise it as an early signal of a broader shift in how supply chains are assessed.
One that moves beyond documentation and towards evidence.
